The City began a comprehensive zoning code update in 2024 to dovetail into the General Plan Update. The new General Plan replaces existing land use designations with new “Placetypes” that need to be reflected within the new zoning code for consistency.
The New Zoning Code Would:
- Achieve consistency with the new General Plan Placetypes
- Make the code easier to use
- Simplify and streamline application review processes consistent with recent code updates and current City policy
The code update focuses on reorganizing Title 9 to improve readability and accessibility while incorporating new zoning districts that correspond with the updated General Plan Placetypes. This will ensure the City can provide consistent implementation following adoption of the new General Plan. The comprehensive update provides an opportunity to reorganize the code for greater readability while streamlining processes, implementing City Council goals, and incorporating recent State laws.
A draft of the Zoning Code and Zoning Map are now available for public review and will be updated based on Council and Planning Commission direction.

Planning Commission (recommendation for adoption): October 6, 2026
City Council (introduction of enacting ordinance): October 27, 2026
City Council (final adoption on second reading): November 10, 2026
If adopted by the City Council on November 10, 2026, the Zoning Code and Zoning Map will become effective on December 10, 2026, 30 days after its second reading.
