The Millhollin Quarry was established in 1945. Although the Quarry was established within an area already subdivided (Atascadero Colony, 1914), its establishment preceded the development of the majority of surrounding properties which are now predominantly residential. In October 1996, the City Council approved a Reclamation Plan and Operations Agreement in the form of Conditional Use Permit 96003. The mining operation has continued from 1996 through 2011. 

In 2011, the City informed the operator that their right to remove aggregate had expired per the Operations Agreement and requested that the operator submit revised reclamation plans. The operator and the City have been in discussion and communications off and on since the winter of 2011.

 

The operator submitted an Interim Management Plan (IMP) for Staff's review and approval. Approval of an IMP would allow for the operator to have the quarry sit "idle" for up to five (5) years with the ability to resume mining operations during or by that time frame. The operator may request an extension of the IMP for an additional five (5) years, but cannot exceed 10 years total as "idle".

City Staff reviewed the proposed IMP and deemed it incomplete in June 2013. The operator has appealed this decision and a Public Hearing Date has been set for:
